Dealing With Diplomatic Immunity is the mini course for officers who may encounter foreign diplomats or other persons protected by diplomatic immunity. Built for working patrol officers, the course covers the three categories of immunity (full diplomatic, functional, consular), the identification of protected persons, and the practical limits on law enforcement authority.
The course is organized around one focused lesson that covers the legal framework, the practical identification of immune persons through ID cards and license plate codes, the State Department hotline for verification, and the playbook for incidents involving protected persons. Detention for verification is allowed. Arrest is generally not. Documentation and reporting through channels are the path.
After completing this course, you will be able to recognize diplomatic immunity claims in the field, verify the immunity, take the actions that are allowed, and avoid the actions that create international incidents. You will leave knowing how to call the State Department, how to document, and how to handle the situation professionally.
